Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai, said in a statement that all doctoral degrees, medical doctors and computer, electronics, programming, electrical, and biotechnology engineers are eligible.

The emirate of Dubai, the center of trade and tourism in the Middle East, said in September that it would issue renewable visas to wealthy foreign retirees every five years.
