Zass pointed out that member states see the organization as a sufficiently effective mechanism to ensure security within their scope of responsibility. He added that the organization has the right to send joint defense forces only to the territory of one member state, while abroad, the organization has the right to only peacekeeping forces, and only with the approval of the United Nations Security Council.

The CSTO, which was established in 1992, consists of six countries: Russia, Belarus, Kazakhstan, Tajikistan, Kyrgyzstan and Armenia.
